On the occasion of Road Safety Week (26/09 – 01/10/2016) TAMWA joins with all Tanzanians and road safety stake holders to call for government reforms of the road safety legal and policy environment in the country,, specifically ‘The Road Traffic Act of 1972. The reforms should seek to address a set of identified risk factors in road safety which have never been well addressed in our current law, therefore the use of unwarranted speed, use of alcohol by drivers, non use of seat belts, helmets and child restraints have continued to be major causes of deaths and severe injuries.

TAMWA calls for stronger road safety laws as a matter of urgency given the number of road crash deaths which occur at an alarming rate in the country.

According to Tanzania’s Chief Traffic Police Commander, Mohammed Mpinga, from January- June, 5152 road crashes claimed lives of 1580 people across the country. He said that 4,659 people were injured in car crashes, and more than 430 died and 1,147 injured in motorcycle crashes. Globally, every year over 1.25 million people die due to road crashes. Whereby between 20 and 50 million more people suffer non-fatal injuries, with many incurring a disability as a result of their injury.

TAMWA believes that by adopting and enforcing good road safety laws, Tanzania can significantly reduce the road carnage and the emotional and economic toll these deaths and injuries take on families.

TAMWA realises that a lot of women and children bear the brunt of road crashes, although data on direct victims of road safety shows that men are the most affected. In actual fact women and children are strongly affected through loss of income and the need to care for seriously injured family members. Also by changing our driving behaviour, we can help to make our villages, towns and cities safe. Every action we take, as drivers or as passengers, can change the outcome of a journey and the future of families.

Edda Sanga, Executive Director of TAMWA stated “The United Nations and the World Health Organization acknowledge that strong road safety laws are effective in reducing the number of people killed on our roads. Tanzania must have strong road safety laws to stop this public health crisis.”

The theme of this year road safety week is “NO Road Crashes – We want to live safely”

Chama cha Wanahabari wanawake Tanzania -TAMWA kinaungana na Watanzania katika maadhimisho ya wiki ya usalama barabarani ambayo yataanza tarehe 26/09 na kufikia kilele tarehe 01/10. TAMWA inawaasa wadau wa usalama barabarani kuadhimisha wiki hii kwa kupaza sauti na kutoa wito wa kufanyiwa marekebisho ya sheria na kanuni za usalama barabarani hasa 'Sheria ya Usalama Barabarani ya mwaka 1972. Maeneo ambayo yanapaswa kuzingatiwa katika marekebisho ni mwendo kasi, ulevi wakati wa uendeshaji, uvaaji kofia ngumu, kufunga mikanda na vizuizi kwa watoto.

Kutokana na idadi kubwa ya vifo na ajali  barabarani ambavyo hutokea kwa kiwango cha kutisha nchini.  TAMWA inaona kuna umuhimu wa kuchukulia jambo hili kama dharura kwa kuzifanyia marekebisho sheria na kanuni za usalama barabarni ili kuipa nguvu sheria hiyo kuwadhibiti wanaokiuka matumizi sahihi ya barabara.

Kwa mujibu wa takwimu za kamanda wa Kikosi cha usalama barabarani nchini, Muhammed Mpinga  zinasema kuanzia Januari hadi Julai,2016,  watu 1580 wamekufa kutokana na ajali barabarani, wengine 4659 walijeruhiwa katika ajali  5152 zilizotokea nchi nzima.  Waliokufa kutokana na ajali za pikipiki ni 430, waliojeruhiwa ni 1,147 katika ajali 1356.  Na takwimu za shirika la Afya Duniani (WHO) Watu milioni 1.25 hufariki kila mwaka Kwa ajali za barabarani.

 

TAMWA inatambua kwamba wanawake wengi na watoto ndio wenye kubeba mzigo mkubwa unaotokana na ajali barabarani, ingawa takwimu zinaonyesha kuwa  waathirika wa juu wa usalama barabarani ni wanaume. Ila ukweli ni kwamba wanawake na watoto ndio wanaoathirika zaidi kwani watoto hukosa huduma na mahitaji  ya msingi baada ya kupoteza watu wanaowategemea.

Edda Sanga, Mkurugenzi Mtendaji wa TAMWA anasema "Umoja wa Mataifa na Shirika la Afya Duniani wanakiri kwamba sheria  madhubuti zinahitajika katika kupunguza idadi ya watu wanaokufa katika barabara zetu. Tanzania lazima tuwe na sheria kali za usalama barabarani kukomesha hali hii ".

Kauli mbiu ya wiki ya usalama barabarani mwaka huu ni  "Hatutaki ajali barabarani - Tunataka kuishi salama”.

Ndugu Wanahabari,

 Taasisi zinazotetea haki za Wanawake na watoto nchini, tunalaani vikali ukatilii dhidi ya wanawake unaondelea kukithiri nchini.

 Tukio la udhalilishaji wa Kijinsia kwa mwanamke mmoja lililotokea hivi karibuni katika mji mdogo wa Dakawa, wilaya ya Mvomero Mkoani Morogoro, na kusambazwa kwa video ya udhalilishaji huo kwenye mitandao ya kijamii ni moja ya matukio ambayo hayapaswi kufumbiwa macho.

 Huu ni udhalilishaji mkubwa na ukatili ambao amefanyiwa mwanamke huyu, na ni kinyume na sheria ya kanuni ya adhabu sura 16 (kama ilivyofanyiwa marekebisho mwaka 2002) ambayo imeainisha makosa ya kujamiiana.

 Pamoja na sheria za ndani, Serikali yetu imeridhia mikataba na matamko mengi kuhusu haki za wanawake na usawa wa kijinsia mfano mkataba wa kutokomeza aina zote za ubaguzi dhidi ya wanawake (CEDAW); pamoja na Mkataba wa haki za watoto (CRC), Tamko la Kimataifa la haki za binadamu (UDHR 19) ambalo linatambua haki za wanawake na watoto kama mojawapo ya haki za binadamu.

Chama cha Wanahabari Wanawake TAMWA, kimeandaa mafunzo ya siku mbili yatakayofanyika kuanzia leo tarehe 13 na 14 Aprili, 2016 yenye lengo la kuwajengea uwezo waandishi wa habari na kamati zinazoshughulikia masuala ya ukatili wa kijinsia ili kuongeza uelewa wa kuvitolea taarifa vitendo hivyo.

 

Mafunzo hayo ya kamati na waadishi wa habari yatafanyika wilaya katika ya Mvomero mkoani Morogoro, wilaya ya Ilala mkoani Dar es Salaam, na wilaya Ruangwa mkoani Lindi zikiwa ni miongoni mwa wilaya 10 za Tanzania Bara na Visiwani, ambazo kwa kushirikiana na TAMWA zinatekeleza mradi wa Kujenga, Kuimarisha Usawa wa Kijinsia, na Kutokomeza Ukatili dhidi ya Wanawake na Watoto hapa nchini (GEWE II).

 

Tangu mwaka 2012, TAMWA kwa kushirikiana na wadau mbalimbali wa kupinga ukatili wa kijinsia na kutetea haki za binadamu hasa wanawake na watoto, kiliunda kamati za kushughulikia ukatili wa kijinsia kuanzia ngazi ya vijiji hadi kata katika Wilaya 10 za Tanzania Bara na Visiwani.

 

Aidha, TAMWA katika utekelezaji wa mradi wa GEWE II kupitia Kamati za kushughulikia ukatili wa kijinsia, kwa kushirikiana na vyombo vya habari, watu wamekuwa wakivitolea taarifa vitendo hivyo, vikiandikwa na kutangazwa kwenye vyombo mbalimbali vya habari kutoka asilimia 56.9 kwa mwaka 2012 kabla ya kuanza kwa mradi mpaka asilimia 69.2 mwaka 2014 baada ya utekelezaji wa mradi.

 

Jumla ya watoa habari 120, wasaidizi wa sheria 120 na waragibishi 120, polisi, Viongozi wa dini, afya walipewa mafunzo jinsi ya kushughulikia ukatili wa kijinsia na wanaendelea na zoezi la kuratibu shughuli hizo katika ngazi za vijiji hadi kata.

 

GEWE II ni Mradi unaotekelezwa na TAMWA ambao ulianzishwa kwa lengo la kujenga, kuimarisha usawa wa kijinsia, na kutokomeza ukatili dhidi ya wanawake na watoto hapa nchini katika wilaya kumi za Tanzania bara na Visiwani zikiwemo Wete (Pemba Kasikazini), Unguja Mjini Magharibi (Unguja Magharibi), Unguja Kusini, Kisarawe (Pwani), Newala (Mtwara), Mvomero (Morogoro), Lindi vijijini na Ruangwa (Lindi), Kinondoni na Ilala Dar es Salaam

TAMWA YAMLILIA MWANACHAMA WAKE, SARAH DUMBA

Chama cha Wanahabari Wanawake Tanzania –TAMWA kimepokea kwa masikitiko msiba wa mwanachama wake na mwanahabari mahiri, mkongwe Sarah Dumba ambaye amefariki dunia ghafla usiku wa kuamkia leo akiwa wilayani Njombe mkoani Njombe.

 

TAMWA inaungana na familia ya marehemu Sara Dumba, Serikali, wanahabari na Watanzania wote kwa ujumla katika  kuombeleza kifo hicho kwani ameacha pengo kubwa kwenye taasisi ya wanahabari hasa wanawake na taifa kwa ujumla kutokana na kuwa alifanya kazi zake kwa umakini na weledi wa kuigwa.

 

Sara Dumba amewahi kuwa mtangazaji wa Radio Tanzania Dar es Salaam- (RTD), Taasisi ya Utangazaji Tanzania (TUT) ambayo kwa sasa inajulikana kama Shirika la Utangazaji Tanzania (TBC), alivuma katika kipindi cha Majira na vipindi vingine vingi. Mwaka 1998 aliteuliwa kuwa mwakilishi wa Mkurugenzi wa Radio Tanzania mkoani Morogoro na baadaye kuhamishiwa Dodoma. Mwaka 2006 Bi Sara aliteuliwa na Rais wa awamu ya nne kuwa Mkuu wa Wilaya ya Kilindi mkoani Tanga na baadaye alihamishiwa Wilayani Njombe mpaka umauti unamkuta.

 

Aidha Marehemu Sara Dumba kitaaluma alisomea mafunzo ya Utangazaji  huko Cairo, Misri, pia alipata mafunzo kutoka chuo cha Diplomasia kurasini nchini Tanzania. TAMWA inautambua na  kuuenzi mchango mkubwa wa  marehemu Sarah Dumba hasa  katika  kuhakikisha taasisi ya wanahabari wanawake inafanya tafiti mbalimbali za kihabari kwa kushirikiana na waandishi wa vyombo vyote nchini na kuchapisha ama kutangaza habari zenye kuelimisha na kuhamasisha umma katika kukomesha vitendo vya unyanyasaji na ukiukwaji wa haki za binadamu hasa kwa wanawake na watoto nchini.

 

Hakika kifo cha Sara Dumba ni pengo kubwa kwa TAMWA, tasnia ya habari, Jamii na taifa kwa ujumla na tunaamini kuwa kazi  nzuri alizozifanya marehemu Sarah na mema yote aliyotenda sehemu mbalimbali vitaendelea kukumbukwa daima. Mungu ailaze kwa amani mahali pema peponi roho ya marehemu Bi Sarah Dumba na kuwatia nguvu na roho ya subira wote walioguswa na msiba huu. AMINA

UKEKETAJI NA NDOA ZA UTOTONI BADO NI TATIZO NCHINI

Utafiti umebaini kuwa ukeketaji na ndoa za  utotoni bado unaendelea nchini licha ya juhudi zinazofanywa na taasisi mbalimbali za haki za binadamu zikishirikiana na kiserikali .

 

Novemba mwaka 2015, Chama cha waandishi wa habari wanawake  Tanzania– TAMWA  kwa kushirikiana na Shirika la Umoja wa Mataifa linaloshughuliakia idadi ya watu Duniani (UNFPA) kilifanya utafiti wa kihabari wenye lengo la kutathmini hali ya ukatili wa kijinsia kwa kuangalia zaidi  ndoa za utotoni  na ukeketaji kutoka mikoa 13 ya Tanzania Bara na Zanziba. Mikoa hiyo ni Dodoma, Morogoro, Mara, Singida, Shinyanga, Pwani, Dar es Salaam, Arusha, Tabora, Mwanza ,Manyara, Unguja na Pemba.

 

Takwimu za utafiti zimebaini kuwa kuanzia Januari hadi Oktoba 2015 katika Wilaya ya  Kondoa asilimia 39.9 ya wanawake wajawazito walifanyiwa ukeketaji. Katika Wilaya ya Tarime kesi 118 za ubakaji ziliripotiwa Mahakamani, wakati Pemba wasichana wadogo  240 walipata mimba mwaka 2015. Katika Wilaya ya Mkalama wanawake 2,265 ambao walijifungua katika vituo vya matibabu 115 walifanyiwa ukeketaji. Aidha katika Kata ya Msalala Wilayani Kahama wasichana 605 ambao ni sawa na asilimia 47.47 kati ya 1,150 hawakumaliza shule za sekondari kwa sababu ya Ndoa ya utotoni. Aidha  katika wilaya ya Bagamoyo wasichana 12 wa shule waliripotiwa kupata mimba ndani ya miezi sita kuanzia Januari hadi Juni 2015.

FGM AND CHILD MARRIAGE STILL A PROBLEM IN TANZANIA

Journalistic survey conducted recently revealed that that FGM and Child marriage are still practiced in many parts of Tanzania despite efforts made by the government and NGO’s alley situation.

In November 2015, TAMWA organized an investigative journalist survey supported by United Nations Population Fund (UNFPA). This survey aimed at assessing the situation of GBV with focus on Child Marriage and Female Genital Mutilation from 13 regions of mainland and Zanzibar. These regions include Dodoma, Morogoro, Mara, Singida, Shinyanga, Pwani, Dar es Salaam, Arusha, Tabora, Mwanza  Manyara and Unguja and Pemba in Zanzibar.

 

Data from the field revealed that from January to October 2015 in Kondoa district 39.9% of all pregnant women underwent FGM.  In Tarime District 118 rape cases were reported to Court while in Pemba 240 young girls became pregnant in 2015. In Mkalama District 2,265 women who gave birth at medical centers 115 underwent FGM whereas in Msalala Council (Kahama District) 605(47.47%) out 1150 girls did not finish secondary school because of Child Marriage and Bagamoyo School pregnancies were 12 from January up to June 2015

 

Findings show that where FGM is practiced, communities have opted alternatives to shift the young girls from their homes to of domicile to other areas so that FGM can be conducted there without their community consent.

Chama cha Wanahabari Wanawake nchini- TAMWA kinalaani vikali ucheleweshwaji na upotoshwaji ushahidi wa kesi za vitendo vya ukatili wa kijinsia hasa za ubakaji na ulawiti katika ngazi ya mahakama, polisi na baadhi ya madaktari hospitalini.

 

Hali hiyo imekuja baada ya TAMWA kubaini kuwa kesi 62 za ubakaji zimeshindwa kutolewa hukumu/ uamuzi na mahakama mbalimbali jijini Dar es Salaam katika kipindi cha mwaka 2014-2015

 

Kati ya kesi 63 za ubakaji, ni kesi moja tu mtuhumiwa amehukumiwa kifungo cha miaka 30 jela, kesi 43 bado ziko mahakamani, kesi 17 zimeshindwa kufika mahakamani, ambapo kesi mbili zimefutwa kwa kukosekana ushahidi.

GENDER GAP IN MEDIA ELECTION COVERAGE

In 2015 Tanzania election, women were under-represented in media. In analysis of one month of all stories from six newspapers monitored between mid-September and late October last year TAMWA found that; only 11per cent of women had access to newspapers during the 2015 Tanzania General Election.

Just like in 2005 and 2010, election media reportage in 2015 continued to use men as the main sources in the news content. From about 2,577 sources used in various media content during 2015 election, men were 2,256 which is about 88 percent compared to women who contributed only 303 sources which was equivalent to 11 percent. The unknown sources were only 18 which is equivalent to 1 percent. The findings also show that men dominated in all topic categories even those that are not related to elections.

Uchaguzi mkuu wa Tanzania uliofanyika Mwaka 2015 ulionyesha kuwa wanawake walikosa nafasi kwenye vyombo vya habari. Kutokana na ufuatiliaji wa habari za magazeti sita uliofanywa katikati ya Septemba na Oktoba mwaka jana, TAMWA iligundua kuwa; ni asilimia 11 tu ya wanawake ndio waliopata nafasi ya kuandikwa katika magazeti wakati wa Uchaguzi mkuu.

TAMWA imebaini kuwa kati ya vyanzo vya habari 2,577 vilivyotumika kwenye habari wakati wa Uchaguzi mkuu mwaka jana, wanaume waliotumika kama vyanzo vya habari walikuwa 2,256 sawa na asilimia 88 ikilinganishwa na wanawake 303 tu ambao ni sawa na asilimia 11. Vyanzo vya habari ambavyo havikujilikana kuwa ni mwanaume au mwanamke vilikuwa 18 tu ambavyo ni sawa na asilimia 1.

 

 Chama cha Wanahabari Wanawake – TAMWA  kwa kushirikiana na Ubalozi wa Canada hapa nchini,  leo Ijumaa tarehe 29 Januari, 2016 saa  08:00 asubuhi kitafanya mkutano wa siku moja kujadili yaliyojiri katika kongamano la nchi za Africa lenye lengo la mpango mkakati uliojadiliwa kwa ajili ya  kutokomeza mimba za utotoni lililofanyika hivi karibuni Desemba, 2015 Lusaka nchini Zambia.

 

 

 

Mkutano huo ambao utafanyika katika ofisi za TAMWA Sinza Mori, Dar es Salaam, utahusisha pia wadau mbalimbali  wanaopigania  haki za watoto, kujadili ufanisi na utekelezaji wa sheria zilizopo ili kuweka mpango mkakati wa kulaani ndoa za umri mdogo hapa Tanzania na jinsi ya kusonga mbele.
