Consultancy to develop gender mainstreaming methodology guidelinesfor the Tanzanian Media Sector

1. Background

Tanzania Media Women’s Association (TAMWA) has played a pivotal role in promoting gender equality and mainstreaming within the media landscape of Tanzania. From 2020 to 2023, TAMWA supported four media housesZanzibar Broadcasting Corporation (ZBC), Zanzibar Leo, Afya FM, and Dodoma Media Group (DMG)to strengthen gender-responsive practicesincluding the development and implementation of gender policies, documentation of sexual harassment cases, and establishment of functional gender desks.

In 2025, TAMWA conducted a follow-up with these media houses to evaluate the progress of the earlier interventions and assess the sustainability of gender mainstreaming efforts. Moreover, TAMWA engaged nine media houses out of the previous one for purpose of making comparison analysis of the state in terms of those supported and those have not been in the project to explore emerging and innovative best practices.

Building on the lessons learned, TAMWA now plans to refine and document its gender mainstreaming methodology,mapping best practices from various media houses and developingcomprehensive, context-specific guidelines to support media houses across Tanzania to adopt transformative and sustainable gender mainstreaming practices.These guidelineswill be shared and discussed with other media stakeholdersfor their validation and buy-in.

2. Purpose of the Assignment

The purpose of this consultancy is to review, refine, and document a gender mainstreaming methodology guideline document based on evidence gathered from past interventions, follow-up assessments, and comparison between TAMWA supported and othernon-supported media houses. The guideline should be practical, adaptable, and tailored to the Tanzanian media context.It is intended to address both internal operations and content creation within media houses, promoting equal representation and challenging harmful gender stereotypes. 

3. Specific Objectives

i. To assess TAMWA’s gender mainstreaming efforts by reviewing past tools, reports, and institutional practices, complemented by a stakeholder dialogue session to validate findings and identify best practices.
ii. To refine and document a practical Gender Mainstreaming Methodology Guideline tailored to the Tanzanian media context

4. Scope of Work

Under the overall guidance of TAMWA, the consultant will:

• Conduct a review of TAMWA’s previous gender mainstreaming tools, reports, and assessments (2020–2025).
• Analyze existing gender policies, sexual harassment protocols, and related institutional documentation from participating media houses.
• Analyzing qualitative and quantitative data on:
Gender policy implementation
Functionality of gender desks
Sexual harassment reporting and response systems
Editorial and content production approaches from a gender lens
Institutional culture and leadership commitment to gender mainstreaming
Best practices and innovation in gender integration
• Facilitate a stakeholder dialogue session,present preliminary findings and lead discussions to validatefindings, shareexperiences, and document best practiceschallenges and learnings
• Assessing current practices, mapping successful examplesof gender mainstreaming at work in mediaand developing context-specific guidelines
• Draft the gender mainstreaming methodology guidelines for media in Tanzania.
• Ensure the guideline includes:
An elaboration of the context within which gender mainstreaming efforts are being conducted.
Step-by-step guidance on effective gender integration in media houses and newsrooms in particular
Assessment tools that media houses can use to evaluate gender mainstreaming progress.
Case studies and success stories from the media sector, particularly from TAMWA supported media
Implementation roadmap and monitoring framework
• Revise and finalisethe guidelines based on feedback from TAMWA and stakeholders.

5.Key Deliverables and Duration – Summary

The consultancy will run over a period of four weeks and will produce the following key deliverables: an inception report outlining the methodology, tools, and workplan; a desk review summary and assessment tools with accompanying analysis; a dialogue session report; a draft gender mainstreaming methodology guideline; and a final, revised, and validated guideline.

6. Consultant Profile and Qualifications

• Advanced degree in gender studies, media, development studies, or related fields.
• Minimum 5 years of experience in gender mainstreaming, particularly in media.
• Proven ability to develop practical toolkits and policy guidelines.
• Strong skills in qualitative and quantitative survey.
• Experience facilitating stakeholder dialogues or peer learning events.
• Fluency in Kiswahili and English.
• Familiarity with the Tanzanian media environment is essential.

7. Application Process
