1.0 BRIEF DESCRIPTION OF TAMWA

Tanzania Media Women’s association (TAMWA) is a non-partisan, non-profit sharing professional media membership association registered in 1987 under the society’s ordinance cap 337 of 1954 with registration number so 6763. The association also in 2004 complied with the new non-governmental organizations’ (NGO) law of 2002 with 0NGO1886 registration number. Our mission is to advocate for women and children’s rights by conducting awareness raising activities for cultural, policy and legal transformations in the society through the use of media. We envision having peaceful Tanzania environment which respects human rights from a gender perspective.

1.0. Brief Description of TAMWA

TAMWA is a non-partisan, non-profit sharing professional media membership association registered in 1987 under the society’s ordinance cap 337 of 1954 with registration number so 6763. The association also in 2004 complied with the new non-governmental organizations’ (NGO) law of 2002 with 0NGO1886 registration number. For operational purposes, TAMWA is also registered in Zanzibar under society act no 6 of 1995 with registration number 493. TAMWA has offices in Zanzibar and Dar es Salaam. TAMWA started with 12 media women, but the membership has grown to   more than 160 women journalists. TAMWA has 34 years’ experience in partnership with other organizations, advocating for women and children’s rights through the use of media. TAMWA’S mission - to advocate for women and children’s rights by conducting awareness raising activities for cultural, policy and legal transformations in the society through the use of media. TAMWA visions, to havea peaceful Tanzania environment which respects human rights from a gender perspective.

2.0. Purpose and Objective of the Assignment

The baseline survey Advancing Media advocacy to Rural and Urban Women and Girls’ SRHR in Tanzania aim at enhancing the project towards enriching media practitioners’ skills in promoting sexual and reproductive health rights outcomes in Tanzania. The project focuses on the increasing competencies of media practitioners on reporting SRHR OUTCOMES, targeting the Mainstream Media (TV, Newspapers and Radio) Community radio Online Media in order to increase the proportion of media sensitization on SRHR contents. 

3.0. Strategies to achieve the purpose and the objective of the projects

To come up with scientific ground of the project goals, ensure effectiveness and efficiencies of the project, TAMWA is conducting a baseline survey to inform the current SRHR media contents and the media practitioners understanding of the SRHR but also understanding best media channels for SRHR issues.  The findings will enable the project team to come up with the relevant training manual or tool that will help TAMWA to build capacity, support and motivate media practitioners to cover SRHR issues including training. 

4.0. Terms of Reference 
4.1. Familiarize with the proposal to understanding the goals of the project 
4.2. Develop data collection questionnaires
4.3. Lead in the implementation of high-quality data collection with adequate field testing and supervision of all data collection and data entry, including ensuring consent from all participants.
4.4. Analyze the qualitative data collected, including content/thematic analys
4.5. Facilitate a survey validation meeting with TAMWA staff as well as other identified stakeholders
4.6. Writing draft and final reports as well as incorporating feedback
4.7. Proposing the SRHR training tool for the media practitioners in accordance to the survey results and needs assessments.

Rushwa ya ngono ni tatizo linalowatesa watu wengi hasa wanawake na wasichana kazini na katika taasisi za elimu yaani vyuo na vyuo vikuu.
Chanzo kikuu cha rushwa hiyo kinatajwa kuwa ni mmomonyoko wa maadili na matumizi mabaya ya madaraka kwa baadhi ya wahadhiri na viongozi na watumishi katika maeneo ya kazi.
Ingawa rushwa hii huwaathiri zaidi wanawake, kumekuwapo madai kutoka kwa watu na vyanzo mbalimbali kuwa, baadhi ya wasichana wamekuwa kichocheo na ushawishi kwa wahusika ili wapate upendeleo kwa malipo ya ngono.
Katika moja ya semina za hivi karibuni zilizoandaliwa na Tamwa kwa wahariri na wandishi wa habari Dar es Salaam, washiriki walisema kutokana na uwezo mdogo kimasomo, baadhi ya wanafunzi wa kike wanajenga mazoea ‘yanayovuka mipaka’ kwa wakufunzi na wahadhiri wa kiume ili wapewe upendeleo wa alama za juu katika mitihani.
Utafiti uliofanywa na Mfuko wa Udhamini wa Wanawake Tanzania (WFT- T) kwa kushirikiana na Taasisi ya Kupambana na Kuzuia Rushwa (TAKUKURU) mwaka 2020 katika baadhi ya vyuo vikuu nchini, ulibaini kuwa, zaidi ya asilimia 50 ya waliohojiwa walieleza kuwepo kwa rushwa ya ngono vyuoni.
Mkurugenzi wa Elimu kwa Umma wa TAKUKURU, Joseph Mwaiselo, anasema kutokana na kuwapo rushwa ya ngono, mwaka 2007 Bunge la Jamhuri ya Muungano wa Tanzania lilitunga Sheria ya Kuzuia na Kupambana na Rushwa na katika sheria hiyo, kiliwekwa Kifungu cha 25 ili kuharamisha rushwa ya ngono.
Kwa mujibu wa sheria hiyo, ni kosa kwa mtu mwenye mamlaka kutoa sharti lolote la kutaka rushwa ya ngono katika ili kutoa huduma husika.
“Tuligundua kuna rushwa ya ngono katika vyuo vikuu na kwamba, wapo wanaotumia mamlaka yao vibaya kwa kudai rushwa ya ngono, lakini pia wapo wanafunzi wanaowashawishi wahadhiri ili wapewe alama za kuwafanya wafaulu mitihani,” alisema.
Kwa mujibu wa utafiti huo, mifumo dhaifu na isiyo rafiki kwa waathirika kutoa taarifa na kushughulikia tatizo hilo, ni miongoni mwa mambo yanayokwamisha mafanikio katika vita dhidi ya rushwa ya ngono.
Mkaguzi wa Polisi kutoka Dawati la Jinsia Wilaya ya Ubungo, Evetha John, anasema: “Tumeshapokea kesi za wanafunzi wa vyuo wakilalamikia rushwa ya ngono, lakini kwa sababu tunashirikiana na taasisi nyingine husika ikiwemo Takukuru; waathirika tunawaunganisha na maofisa wa Takukuru ili kupata usaidizi zaidi wa kisheria.”
Mkufunzi wa Masuala ya Mawasiliano ya Jamii, Mary Kafyome, anasema kikwazo kingine katika mafanikio dhidi ya tatizo hilo, ni taasisi nyingine zikiwamo za elimu ya juu kutokuwa na sera zilizo wazi kuhusu masuala ya usawa wa kijinsia.
“Baadhi ya vyuo vikuu havina sera za kuzuia ukatili wa kingono na usawa wa kijinsia, hivyo ni ngumu kuzuia vitendo hivyo vyuoni, lakini pia vyuo vingine tumeona sera wanazo lakini hazijulikani kwa wafanyakazi na wanafunzi, hii huchangia kushamiri kwa vitendo hivyo,'' anasema Kafyome.
Kwa mujibu wa uchunguzi, ukimya wa wanawake wengi katika jambo hili hufanya lisisikike huku waathirika wengine wakiamini kuwa, wakifichua uovu huo, jamii itawanyanyapaa.
“Waathirika wengi wanahofia kusema kwa sababu hawana uhakika wa kupata haki yao na kuhofia mtuhumiwa kusikilizwa zaidi kuliko wao,” anasema Kafyome.
Mwanafunzi wa Chuo Kikuu cha Dar es Salaam (UDSM) aliyeomba jina lake lisitajwe anasema: “Wasichana tunateseka sana na hili tatizo maana sasa kiwango cha juu cha alama ndio dili na si elimu yenyewe… Ndio maana wengine hutumbukia katika huo mtego kwani hata wahadhiri wenyewe wanajali maksi na si elimu hali inayosababisha rushwa hii kuonekana jambo la kawaida vyuoni.”
Anaongeza: “Nashauri tupewe mbinu za kuripoti matukio haya."
Naye Anna Hangwa, mwanafunzi wa Chuo Kikuu cha Tumaini (TUDARCo) kilichopo Dar es Salaam, anasema: “Tunatakiwa kujithamini, kuwajibika… Mwalimu akitaka kukurudisha nyuma kimasomo, kama umewajibika na kusoma ipasavyo utakuwa na uhakika wa ufaulu wako."
Wadau mbalimbali wa usawa wa kijinsia wanashauri kuwapo madawati ya kjinsia yaliyo rafiki zaidi kwa wanafunzi kuripoti matukio ya unyanyasaji yanayofanyika vyuoni.
Mkurugenzi Mtendaji wa Tamwa, Dk Rose Reuben, anasema: “Ni wakati sasa wa madawati ya kijinsia kuwa hai katika kila upande.”
