Dar es Salaam, Septemba 9, 2025Chama cha Wanahabari Wanawake Tanzania (TAMWA) kinawapongeza wanawake wote waliojitokeza kuwania nafasi za uongozi kuanzia ngazi ya udiwani, ubunge na urais.

Mchakato wa uteuzi wa watia nia na uchukuaji fomu kuelekea uchaguzi mkuu wa Oktoba 29, umefanyika hapa Tanzania, na TAMWA imeona ari kubwa kwa wanawake kujitokeza kuwania nafasi mbalimbali.

Taasisi ya Ulingo Wanawake, imefanya majumuisho na kupata takwimu zinazoonyesha ongezeko la wanawake waliojitokeza kwenda majimboni.

Takwimu zinaonyesha kuwa,  wanawake 231 walijitokeza kuchukua form za ubunge kupitia chama cha CCM na kati yao walioshinda na kupitishwa na chama ni wanawake 25. Kati ya hao 25, wanane ni wapya. 

Pamoja na ubunge kadhalika, mwaka huu umeona mwamko wa vyama vya siasa kuwateua wanawake kama wagombea wenza,Eveline Wilbard Munis- NCCR, Husna Mohamed Abdallah-CUF, Aziza Haji Selemani-MAKINI, Amani Selemani Mzee-TLP, Chausiku Khatibu Mohamed-NLD, Sakia Mussa Debwa-SAU

Wengine ni Chuma Juma Abdallah na Devotha Minja- CHAUMA. Huku CCM ikiteua mgombea urais mwanamke, ambaye ni Samia Suluhu Hassan. Licha ya baadhi ya watia nia wanawake kuenguliwa na vyama vyao, TAMWA imeona dhamira na ujasiri wao wa kushiriki katika uchaguzi. Kwa wanawake waliopitishwa na vyama vyao kuwania uongozi, tunawapa pongezi kwa kuonyesha moyo wa uthubutu na nia ya kushiriki nafasi za juu za uongozi.

Kwa bahati mbaya, hatukuweza kupata takwimu sahihi za waliojitokeza kuwania ubunge katika vyama vingine. 

Kwa muda mrefu, TAMWA imekuwa mstari wa mbele kuhamasisha ushiriki wa wanawake katika siasa na uongozi kupitia warsha, makongamano, mijadala ya wazi pamoja na kutumia vyombo vya habari ili kufikisha ujumbe wa kuondoa vikwazo vinavyowanyima wanawake fursa ya kushiriki kikamilifu katika ngazi za maamuzi.

Kwa nafasi ya Urais, TAMWA inawapongeza wanawake wote waliojitokeza na kuteuliwa na vyama vyao kugombea nafasi ya juu kabisa ya uongozi, akiwamo Mheshimiwa Samia Suluhu Hassan kwa upande wa CCM, na Bi Saum Rashid wa UDP. Aidha, tumeona pia idadi kubwa ya wanawake waliojitokeza kuwania ubunge katika majimbo mbalimbali ya uchaguzi, jambo linaloashiria mwelekeo chanya wa ushiriki wa wanawake katika siasa.

Kwa TAMWA, hatua hizi ni mafanikio makubwa kwa sababu ajenda yetu kuu ni kuona wanawake wanashika nafasi za juu za uongozi na maamuzi, ili kuleta mabadiliko yenye kuzingatia usawa wa kijinsia.

Ripoti ya Ofisi ya Taifa ya Takwimu(NBS) inaonyesha kuwa, hadi kufikia Februari  2024, wanawake walishikilia asilimia 37.4 ya viti vya Bunge nchini Tanzania, ikiwa ni jumla ya wabunge 148 kati ya 392 ambapo uwakilishi mkubwa unatokana na viti maalum. 

Idadi ya wanawake katika nafasi za uwaziri inatofautiana, ambapo ripoti ya NBS Aprili 2024 na Julai 2024 zinaonyesha kuwa kulikuwa na mawaziri saba na kwamba asilimia 37.5 ya mawaziri ni wanawake, mtawalia. 

Licha ya mafanikio haya makubwa lakini bado tunaamini wapo wanawake wanaozuiwa kushiriki nafasi za uongozi kutokana na mfumo dume, wapo wanawake wanaodhalilishwa mitandaoni kutokana na nafasi zao za uongozi. 

Hivyo basi tunapoendelea kupata mafanikio haya, bado juhudi za dhati zinahitajika kuhakikisha wanawake wanasiasa wanafanya siasa kwa usalama  kama wanaume katika mchakato wa uchaguzi ikiwa ni pamoja kupiga kura, kuchagua na wanaotaka kutia nia kwenye uongozi hawabaguliwi kutokana na jinsia zao. 

Tunaamini kwa dhati kwamba uwepo wa wanawake katika ngazi za juu za uongozi ni muhimu kwa maendeleo ya taifa kwa sababu wanawake huleta mtazamo wa kipekee katika uongozi, husimamia kwa uwajibikaji zaidi, na mara nyingi hulinda maslahi ya makundi yote ya jamii, hususan watoto, vijana na wanawake wenzao.

“Kukosekana kwa wanawake katika ngazi za juu za uongozi kunadhoofisha utekelezaji wa sheria na sera zinazolenga kulinda haki za wanawake na watoto. Uwepo wao utahakikisha uimarishaji wa sheria za kuzuia ukatili wa kijinsia, ikiwemo ndoa na mimba za utotoni, ukeketaji, ubakaji, ulawiti pamoja na udhalilishaji wa kijinsia unaoenea kupitia mitandao ya kijamii.”

Kwa msingi huo, TAMWA inaendelea kusisitiza kuwa ni wajibu wa jamii nzima, vyama vya siasa, serikali na wadau wa maendeleo kuhakikisha wanawake wanapewa nafasi sawa ya kushiriki kwenye siasa na kushika nafasi za uongozi, ili kujenga taifa lenye usawa, amani na maendeleo endelevu.

Kadhalika wakati tayari kampeni zikiwa zimeanza, TAMWA tunahimiza siasa safi, jumuishi, zenye staha zinazolenga kujenga ustawi, utu wa jamii nzima badala ya kampeni zenye matusi, dhalili na kebehi.

Consultancy to develop gender mainstreaming methodology guidelinesfor the Tanzanian Media Sector

1. Background

Tanzania Media Women’s Association (TAMWA) has played a pivotal role in promoting gender equality and mainstreaming within the media landscape of Tanzania. From 2020 to 2023, TAMWA supported four media housesZanzibar Broadcasting Corporation (ZBC), Zanzibar Leo, Afya FM, and Dodoma Media Group (DMG)to strengthen gender-responsive practicesincluding the development and implementation of gender policies, documentation of sexual harassment cases, and establishment of functional gender desks.

In 2025, TAMWA conducted a follow-up with these media houses to evaluate the progress of the earlier interventions and assess the sustainability of gender mainstreaming efforts. Moreover, TAMWA engaged nine media houses out of the previous one for purpose of making comparison analysis of the state in terms of those supported and those have not been in the project to explore emerging and innovative best practices.

Building on the lessons learned, TAMWA now plans to refine and document its gender mainstreaming methodology,mapping best practices from various media houses and developingcomprehensive, context-specific guidelines to support media houses across Tanzania to adopt transformative and sustainable gender mainstreaming practices.These guidelineswill be shared and discussed with other media stakeholdersfor their validation and buy-in.

2. Purpose of the Assignment

The purpose of this consultancy is to review, refine, and document a gender mainstreaming methodology guideline document based on evidence gathered from past interventions, follow-up assessments, and comparison between TAMWA supported and othernon-supported media houses. The guideline should be practical, adaptable, and tailored to the Tanzanian media context.It is intended to address both internal operations and content creation within media houses, promoting equal representation and challenging harmful gender stereotypes. 

3. Specific Objectives

i. To assess TAMWA’s gender mainstreaming efforts by reviewing past tools, reports, and institutional practices, complemented by a stakeholder dialogue session to validate findings and identify best practices.
ii. To refine and document a practical Gender Mainstreaming Methodology Guideline tailored to the Tanzanian media context

4. Scope of Work

Under the overall guidance of TAMWA, the consultant will:

• Conduct a review of TAMWA’s previous gender mainstreaming tools, reports, and assessments (2020–2025).
• Analyze existing gender policies, sexual harassment protocols, and related institutional documentation from participating media houses.
• Analyzing qualitative and quantitative data on:
Gender policy implementation
Functionality of gender desks
Sexual harassment reporting and response systems
Editorial and content production approaches from a gender lens
Institutional culture and leadership commitment to gender mainstreaming
Best practices and innovation in gender integration
• Facilitate a stakeholder dialogue session,present preliminary findings and lead discussions to validatefindings, shareexperiences, and document best practiceschallenges and learnings
• Assessing current practices, mapping successful examplesof gender mainstreaming at work in mediaand developing context-specific guidelines
• Draft the gender mainstreaming methodology guidelines for media in Tanzania.
• Ensure the guideline includes:
An elaboration of the context within which gender mainstreaming efforts are being conducted.
Step-by-step guidance on effective gender integration in media houses and newsrooms in particular
Assessment tools that media houses can use to evaluate gender mainstreaming progress.
Case studies and success stories from the media sector, particularly from TAMWA supported media
Implementation roadmap and monitoring framework
• Revise and finalisethe guidelines based on feedback from TAMWA and stakeholders.

5.Key Deliverables and Duration – Summary

The consultancy will run over a period of four weeks and will produce the following key deliverables: an inception report outlining the methodology, tools, and workplan; a desk review summary and assessment tools with accompanying analysis; a dialogue session report; a draft gender mainstreaming methodology guideline; and a final, revised, and validated guideline.

6. Consultant Profile and Qualifications

• Advanced degree in gender studies, media, development studies, or related fields.
• Minimum 5 years of experience in gender mainstreaming, particularly in media.
• Proven ability to develop practical toolkits and policy guidelines.
• Strong skills in qualitative and quantitative survey.
• Experience facilitating stakeholder dialogues or peer learning events.
• Fluency in Kiswahili and English.
• Familiarity with the Tanzanian media environment is essential.

7. Application Process
