TAMKO LA ASASI ZA WANAWAKE KUELEKEA UCHAGUZI MKUU

Wakati Watanzania wakielekea katika tukio la kikatiba la kupiga kura mnamo Oktoba 29, muunganiko wa asasi za kiraia zinazotetea makundi maalum ikiwamo wanawake, watoto na vijana wanawake, tumeungana kwa pamoja kuhimiza umma kuhusu ajenda muhimu ya ushiriki wa wanawake katika siasa na uongozi sambamba na kuhimiza ushiriki wa wanawake katika upigaji kura siku ya Oktoba 29 mwaka huu.

Ushiriki wa wanawake katika siasa na uongozi ni miongoni mwa vipaumbele vya asasi za kiraia zenye mrengo wa jinsia. Kwa sababu tunaamini wakiwapo viongozi wanawake, kutakuwa na hatua mahsusi katika kuongeza kipato na maendeleo ya mwanamke.

Hivyo basi sisi muunganiko wa asasi za kiraia, tunawahakikishia kuwa tunakwenda kutimiza wajibu wetu wa kikatiba wa kupiga kura na kadhalika tunahimiza wanawake kwenda kushiriki katika mchakato wa kikatiba wa kupiga kura, ili tunapokwenda kuwachagua viongozi wetu, basi tuwatwike mzigo wa mambo ya msingi yanayowahusu wanawake .

Viongozi hawa tutakaowachagua, tunaamini kuwa baada ya mchakato huo, tutawatwika madai yetu ya kimaendeleo yanayowahusu wanawake, watoto, wanawake vijana na watu wenye ulemavu na ajenda nyinginezo za mrengo wa jinsia.

Tanzania ni miongoni mwa nchi chache za Afrika ambazo zimepiga hatua katika ajenda ya ushiriki wa wanawake katika siasa na uongozi. Kwa mara ya kwanza Tanzania imepata kiongozi mkuu wa nchi mwanamke, Mheshimiwa Samia Suluhu Hassan, ambaye pia anawania kiti hicho cha urais kwa tiketi ya CCM.

Kadhalika, mwaka huu kumekuwa na wagombea wengine wanawake wa urais, akiwemo Saumu Rashid kutoka UDP na Mwajuma Mirambo –UMD.

Kwa upande wa wagombea wenza wa urais kutoka vyama vingine ni pamoja na Eveline Wilbard Munis (NCCR), Husna Mohamed Abdallah (CUF), Aziza Haji Selemani (D. MAKINI), Amani Selemani Mzee (TLP), Chausiku Khatibu Mohamed (NLD), Sakia Mussa Debwa (SAU), Chuma Juma Abdallah na Devotha Minja (CHAUMA).

Hii ni hatua kubwa ya kidemokrasia kwa Tanzania na kwa ajenda ya ushiriki wa wanawake katika siasa na uongozi.

Tunapokaribia uchaguzi mkuu, tunapenda kuwakumbusha Watanzania kuwa mwanamke kiongozi anaposhika madaraka asihukumiwe kwa jinsia yake, bali kwa uwezo, uzoefu na dira yake ya maendeleo.

Ikumbukwe kuwa uongozi wa mwanamke si tishio bali ni nyenzo ya kuimarisha demokrasia jumuishi, yenye kusikiliza na kutenda kwa manufaa ya wote.

Tunapenda kuikumbusha jamii kuwa katika kipindi hiki cha kampeni na uchaguzi, ni muhimu kuepuka lugha za kejeli, udhalilishaji na mashambulizi ya kibinafsi — hasa kwa misingi ya kijinsia. Badala yake, mjadala wa kisiasa ujikite katika sera, ilani, na hoja zenye kujenga taifa.

Wanawake wanaowania nafasi kuanzia ngazi ya udiwani hadi urais, wasibezwe, wasitukanwe, na tunakemea vikali lugha dhalili zinazotweza utu kwa wanawake wanasiasa na viongozi wengine wanawake.

Bado tunaamini kuwa kwa kumpata Rais mwanamke Tanzania imepiga hatua kubwa kupitia yeye katika kutekeleza Dira ya Maendeleo Endelevu ya Umoja wa Mataifa (SDG 5) inayosisitiza usawa wa kijinsia na uwezeshaji wa wanawake katika maamuzi.

Kupitia Rais huyu mwanamke tumeona sheria kadhaa zikibadilishwa ikiwamo ya vyama vya siasa na hata miradi mikubwa ya maendeleo ikiwamo ya afya.

Asasi za kiraia zinasimama imara katika kuhakikisha kuwa mafanikio haya yanaendelezwa, si kwa maneno tu bali kwa vitendo.

Ushiriki wa wanawake katika siasa unaongeza uwajibikaji, uwazi, na ustawi wa kijamii, kwa kuwa tafiti nyingi zinaonesha kwamba wanawake viongozi wanapendelea sera zinazogusa elimu, afya, haki za watoto, na usawa wa kiuchumi. Kama zipo changamoto kupitia uongozi wake basi si muda wa kumkashifu kwa kupitia jinsia yake.

Tunapenda pia kuikumbusha Tume Huru ya Taifa ya Uchaguzi (INEC), vyama vya siasa, na wadau wote kuhakikisha mazingira ya uchaguzi yanakuwa salama, jumuishi, na huru dhidi ya vitisho, udhalilishaji, na ukatili wa kijinsia, ambao mara nyingi huwakatisha tamaa wanawake kushiriki kikamilifu katika siasa.

Tunatoa wito kwa vyombo vya habari kuendelea kutoa nafasi sawa kwa wagombea wanawake kuratibu midahalo, makala, na mijadala inayojenga uelewa wa umma juu ya uwezo na mchango wa wanawake katika maendeleo ya taifa.

Kwa muktadha huu, tunasema: “Uongozi bora hauna jinsia — una maadili, dira, na dhamira ya dhati ya kuwatumikia wananchi.”

Tunaamini kuwa taifa lenye usawa wa kijinsia katika uongozi ni taifa lenye amani, ustawi, na maendeleo endelevu.Tanzania ni yetu sote — wanawake na wanaume wanapaswa kushiriki kwa usawa katika kuijenga.

Consultancy to develop gender mainstreaming methodology guidelinesfor the Tanzanian Media Sector

1. Background

Tanzania Media Women’s Association (TAMWA) has played a pivotal role in promoting gender equality and mainstreaming within the media landscape of Tanzania. From 2020 to 2023, TAMWA supported four media housesZanzibar Broadcasting Corporation (ZBC), Zanzibar Leo, Afya FM, and Dodoma Media Group (DMG)to strengthen gender-responsive practicesincluding the development and implementation of gender policies, documentation of sexual harassment cases, and establishment of functional gender desks.

In 2025, TAMWA conducted a follow-up with these media houses to evaluate the progress of the earlier interventions and assess the sustainability of gender mainstreaming efforts. Moreover, TAMWA engaged nine media houses out of the previous one for purpose of making comparison analysis of the state in terms of those supported and those have not been in the project to explore emerging and innovative best practices.

Building on the lessons learned, TAMWA now plans to refine and document its gender mainstreaming methodology,mapping best practices from various media houses and developingcomprehensive, context-specific guidelines to support media houses across Tanzania to adopt transformative and sustainable gender mainstreaming practices.These guidelineswill be shared and discussed with other media stakeholdersfor their validation and buy-in.

2. Purpose of the Assignment

The purpose of this consultancy is to review, refine, and document a gender mainstreaming methodology guideline document based on evidence gathered from past interventions, follow-up assessments, and comparison between TAMWA supported and othernon-supported media houses. The guideline should be practical, adaptable, and tailored to the Tanzanian media context.It is intended to address both internal operations and content creation within media houses, promoting equal representation and challenging harmful gender stereotypes. 

3. Specific Objectives

i. To assess TAMWA’s gender mainstreaming efforts by reviewing past tools, reports, and institutional practices, complemented by a stakeholder dialogue session to validate findings and identify best practices.
ii. To refine and document a practical Gender Mainstreaming Methodology Guideline tailored to the Tanzanian media context

4. Scope of Work

Under the overall guidance of TAMWA, the consultant will:

• Conduct a review of TAMWA’s previous gender mainstreaming tools, reports, and assessments (2020–2025).
• Analyze existing gender policies, sexual harassment protocols, and related institutional documentation from participating media houses.
• Analyzing qualitative and quantitative data on:
Gender policy implementation
Functionality of gender desks
Sexual harassment reporting and response systems
Editorial and content production approaches from a gender lens
Institutional culture and leadership commitment to gender mainstreaming
Best practices and innovation in gender integration
• Facilitate a stakeholder dialogue session,present preliminary findings and lead discussions to validatefindings, shareexperiences, and document best practiceschallenges and learnings
• Assessing current practices, mapping successful examplesof gender mainstreaming at work in mediaand developing context-specific guidelines
• Draft the gender mainstreaming methodology guidelines for media in Tanzania.
• Ensure the guideline includes:
An elaboration of the context within which gender mainstreaming efforts are being conducted.
Step-by-step guidance on effective gender integration in media houses and newsrooms in particular
Assessment tools that media houses can use to evaluate gender mainstreaming progress.
Case studies and success stories from the media sector, particularly from TAMWA supported media
Implementation roadmap and monitoring framework
• Revise and finalisethe guidelines based on feedback from TAMWA and stakeholders.

5.Key Deliverables and Duration – Summary

The consultancy will run over a period of four weeks and will produce the following key deliverables: an inception report outlining the methodology, tools, and workplan; a desk review summary and assessment tools with accompanying analysis; a dialogue session report; a draft gender mainstreaming methodology guideline; and a final, revised, and validated guideline.

6. Consultant Profile and Qualifications

• Advanced degree in gender studies, media, development studies, or related fields.
• Minimum 5 years of experience in gender mainstreaming, particularly in media.
• Proven ability to develop practical toolkits and policy guidelines.
• Strong skills in qualitative and quantitative survey.
• Experience facilitating stakeholder dialogues or peer learning events.
• Fluency in Kiswahili and English.
• Familiarity with the Tanzanian media environment is essential.
