Come visit the World Press Photo Exhibition 2019 on its world-wide tour showcasing the stories that matter! News photographs and stories from all over the world are seen in this exhibition. From environmental issues to sports, there will be something for everyone. This years’ exhibition is particularly special for Tanzania because one of the winning stories includes photos made by Anna Boyiazis of women having swimming lessons from instructor Kazija in Zanzibar.

OPEN DISCUSSION ON PHOTO JOURNALISM

Is telling your thoughts, perceptions and stories through photography your dream? Then this could be something for you! On Friday 1 February 2019, 15:00 pm at the Alliance Française (Dar es Salaam), Hivos together with Tamwa will organize an open discussion about photojournalism in which experts from the field will exchange their experiences and thoughts.  Even more exciting is that during this event two local photographers will be awarded with a grant of EUR 5,000 each from Voice, a partnership of Hivos and Oxfam Novib! Habari hizo ni sehemu ya mradi wa Wanawake katika Vyombo vya habari, unaolenga kuwajengea uwezo wa wanahabari wa kike kupambana na ukatili wa kijinsia, ikiwamo rushwa ya ngono, haki sawa ndani ya vyumba vya habari na ufinyu wa maslahi kwa wanahabari wa kike ndani ya taasisi za habari. 
Mwisho wa kutuma maombi hayo, ni Machi 22, 2021 saa 6 kamili usiku.

Terms Of Reference For Database Information System Consultant

1.      Background

Tanzania Media Women Association TAMWA has received funds from VIKES to build the professional capacity of both men and women. Specific focus is on building the women’s self-confidence and networks that will give them a concrete advantage in moving forward in their careers and taking active agency in the newsroom.

The main beneficiaries of this project is to support women journalists both men and women.

Under VIKES Project, TAMWA is entitled to create a database for women journalists to know their entitlement and the media houses they are working. 

2        Objective

TAMWA will develop a database specific for women journalists to monitor and assess their achievement. The database intends to generate reports that will be provided to stakeholders whom aimed at to develop skills and capacity build for women journalists. The component will be a digital and online based, simple and can be accessed by users.

The services of a qualified information technology company is required to provide Women Web Application Portal (WWAP), maintenance and upgrade, development of new software and date bases, data entry services, report generation, and advise the TAMWA in acquiring and installing new hardware and software.

3        Tasks

The consultant is required to review and design the layout of application, develop web portal, provide data entry services, orient the TAMWA staff and establish a mechanism of generating reports and also link the services to TAMWA website. The consultant will install the application and ensure its security and functionality. The Consultant will train TAMWA staff in using the application. Training will be conducted at TAMWA conference and consultant will be responsible for preparing training materials and conducting the training.

Develop Web Portal

The consultant will assess the requirements and develop the databases that meet TAMWA and VIKES requirements for building the women’s self-confidence and networks that will give them a concrete advantage in moving forward in their careers and taking active agency in the newsroom. Project coordinator will work closely with consultant.

Provide the data entry services

The consultant will be responsible of selecting and training the staff responsible for data entry and reports generation. These include,

  1. Data input recording Particulars of journalist data,
  2. Verification of Data
  3. Generate reports according to the requirements described in Project Implementation Plans (PIP)

Provide maintenance services

The consultant will maintain the portal and upgrade as necessary, including providing troubleshooting services. This will include modifying the existing PV and TI components management systems and their reporting modules. This service will be required on an ongoing basis and immediately when flaws are detected.

The consultant will develop a reliable information security systems including secure procedures for data entry, data storage and backup, and establishing data entry/change audit trails.

4.      Qualifications

The consultant will be an Information Technology firm or individual experienced in developing web database portal and relational databases. Expertise in PC-based computer hardware and networking is essential. Fluency in English required as all reports need to be issued in languages.

5.      Deliverables

In addition to software development/maintenance and training services, data entry and report generation noted above, the consultant is expected to issue reports. Contract period is six months

6.      Proposal Requirements

The bidder should provide the following information:

  • Brief outline of the Approach to providing the services noted above indicating major factors/issues to be considered and how they will be addressed.
  • CVs of key staff.
  • Profoma invoices.
  • Able to provide an EFD receipt for each payment done.

"Mtandao wa Usalama Barabarani Tanzania ni nini?. Kitu gani mtandao umefanya kuhusiana na Usalama barabarani?. Dhumuni kuu ni nini?"

I.Utangulizi

 

Ndugu Mgeni Rasmi, Waheshimiwa Wabunge, wawakilishi kutoka Wizara ya Mambo ya Ndani Ya Nchi, wawakilishi kutoka Wizara ya Afya, Maendeleo ya Jamii, Jinsia, Wazee na watoto, Viongozi wa Serikali, Wawakilishi Asasi za Kiraia zinazoshawishi Maboresho ya Sheria ya Usalama Barabarani, Washirika wa Maendeleo, Wanahabari na Vyombo vya habari mliopo, Waathirika wa ajali za barabarani, Wageni waalikwa Mabibi na Mabwana,

Ni heshima kubwa kwangu kutoa hotuba hii, kwa niaba ya mtandao katika kongamano hili muhimu.

Awali ya yote napenda kumshukuru Mwenyezi Mungu kwa kutupa uhai na kutuwezesha kukutana hapa siku ya leo. Napenda kuwapongeza TAMWA na Mwananchi communications kwa maandalizi bora ya mkutano huu.

Napenda pia kulishukuru Bunge la Jamhuri ya Muungano wa Tanzania kwa kukubali kuwa mwenyeji wa hafla hii.

Napenda pia kushukuru na kutambua juhudi kubwa za wajumbe wa Mtandao ambao wamefanya kazi kwa bidii kutayarisha hafla hii, haswa katika kufikia adhma ya

 

Naomba nianze kwa kutoa historia fupi ya mtandao huu wa asasi za kiraia unaoshawishi maboresho ya sheria ya usalama barabarani ikiwa ni pamoja na kazi na mafanikio yake;

II.Shirikisho la Usalama BarabaraniTanzania

 

Mabibi na Mabwana,

Shirikisho la Usalama Barabarani Tanzania (CSO's) lilizinduliwa mnamo Mei 2016, na wanachama sita tu chini ya uratibu wa Chama cha Wanasheria Wanawake Tanzania (TAWLA), lakini umeongezeka hadi leo hadi wanachama wapatao kumi na tano ambao ni pmaoja na Chama cha Wanasheria Wanawake Tanzania (TAWLA), Chama cha Wanasheria Tanganyika (TLS), Chama cha Wanahabari Wanawake Tanzania (TAMWA), Mabalozi wa Usalama Barabarani (RSA), Amend Tanzania, Shirikisho la Vyama vya Watu wenye ulemavu Tanzania (SHIVYAWATA), Chama cha Wamiliki wa Mabasi Tanzania (TABOA), Taasisi ya Taifa ya Usafirishaji (NIT), Tanzania Media Foundation (TMF), Safe Speed Foundation, Women Legal Aid Centre (WLAC), WILDAF, Mwanza Youth and Children Network (MYCN), Media Space Tanzania, pamoja na watu binafsi wenye utaalamu na mapenzi na usalama barabarani.

Wajumbe wa umoja huo wamekuwa wakifanya kazi na Serikali (haswa Wizara ya Mambo ya Ndani ya Nchi, Wizara ya Afya Maendeleo ya Jamii, Jinsia, Wazee na Watoto, Wizara ya Uchukuzi na idara / mashirika chini ya wizara hizi), Shirika la Afya Duniani (WHO), Wabunge na watendaji wengine kuunga mkono utekelezaji wa mapendekezo ya Tume ya Mabadiliko ya Sheria, haswa juu ya mabadiliko ya sera kwa marekebisho kamili ya Sheria ya Sheria ya Usalama Barabarani (RTA). Sekretarieti ya Ushirikiano kwa sasa upo chini ya usimamizi wa TAWLA.

III.Kazi ya mtandao kuhusiana na usalamabarabarani

 

Mtandao huu ulianzishwa kwa malengo kadhaa ikiwa ni pamoja na kuwa na sauti ya pamoja katika kuendesha kampeni ya kushawishi maboresho ya sheria ya usalama barabarani pamoja na kuongeza uelewa kwa umma juu ya masuala mbalimbali ya usalama barabarani.
vilevile mtandao huu uliundwa kwa lengo la kuwa kama kiungo kati ya watumiaji wa barabara pamoja ba viongozi wa serikali/watunga sera ili kushawishi kuwepo kwa mfuno wa kisheria na kisera unaoendana na viwango vya kimataifa.

Mtandao umerekodi mafanikio kadhaa ikiwa ni pamoja na kuongeza uelewa kwa watumiaji wa barabara juu ya ukubwa wa tatizo hasa kwenye viashiria vitano vinavyochangia ongezeko ajali.

Mtandao umefanya kazi kwa karibu na kamati mbalimbali za bunge, hii ilipelekea wao kushawishika na kuamua kuanzisha mtanao wa kibunge unaojihusisha na masuala ya usalama barabarani ambao una takribani ya wabunge 120.

IV.Masuala ambayo Mtandao unayafanyiauchechemuzi;

 

Mtandao unafanya uchechemuzi juu ya mfumo bora wa kisheria juu ya usalama barabarani ili kuhakikisha kuwa ajali za barabarani zinapungua, ikiwa ni pamoja na majeraha yatokanayo na ajali za barabarani pamoja na vifo. Pia shirikisho linatetea na kupigania uwepo wa Sheria ya Usalama Barabarani (RTA) ya mwaka 1973. Kuna mapungufu ambayo yalitambuliwa katika Sheria ya Usalama Barabarani (RTA) na kwamba ikiwa yataboreshwa, ajali za barabarani zitapungua, idadi ya majerahi na vifo vitokanavyo na ajali za barabarani zitapungua.

Mapungufu yaliyotambuliwa yanahusiana na visababishi vitano hatarishi ambavyo ni; Mwendo kasi, Matumizi ya vilevi wakati wa kuendesha chombo cha moto, Kutotumia kofia ngumu (helmet) kwa abiria na dereva wa pikipiki, Kutokufunga mikanda wakati wa safari, na kutotumia vizuizi vya watoto.

  1. Kwenye upande wa Mwendokasi – Mtandao unashawishi uendeshaji wa vyombo vya moto kwa spidi ya kilomita 50 kwa saa katika maeneo ya mijini na makazi, na kilomita 30 kwa saa mahali ambapo kuna alama za watembea kwa miguu na wanyama, Utafiti umeonyesha kuwa hatari ya kufa ni chini ya asilimia 20 wakati gari liko chini ya kasi ya kilomita 50 kwa saa na asilimia 60 wakati gari liko kwenye kasi ya kilomita 80 kwa saa. Inakadiriwa kuwa kupunguzwa kwa asilimia 5 kwa mwendokasi, kunapunguza asilimia 30 ya ajali mbaya ambazo zinazowezakutokea.
  1. Kwenye upande wa kuendesha chombo cha moto ukiwa umelewa – Mtandao unashawishi kupunguzwa kwa kiwango cha kilevi kutoka kwa miligramu 80 kwa kila mililita 100 za damu (0.08g / dl) hadi miligramu 50 kwa kila mililita 100 za damu (0.05g / dl) kwa angalau dereva mwenye uzoefu, na kutofautisha kati ya dereva mwenye uzoefu na asiye na uzoefu ambaye kiwango cha pombe cha damu kinapaswa kisizidi miligramu 20 kwa kila mililita 100 za damu (0.02g / dl.) Lazima kuwe na utekelezaji mzuri wa sheria inayohusiana na kunywa hadi kupitiliza mipaka iliyowekwa. Inakadiriwa kuwa asilimia 5 ya vifo vyote vya barabarani vilivyoripotiwa ulimwenguni kote vinahusiana na ulevi (Ripoti ya hali halisi ya Shirika la Afya Ulimwenguni ya 2018). Sheria yetu inaruhusu hadi kiwango cha pombe cha miligramu 80 kwa kila mililita 100 za damu (08g / dl.) Kuwa ndiyo Kiwango cha juu cha pombe kinachohitajika. Hatari ya ajali huongezeka mara tatu kwa madereva ambao hutumiavilevi.
  1. Kwenye matumizi ya kofia ngumu (helmet) – Mtandao unashawishi utumiaji wa lazima wa kofia ngumu kwa wote yaani, dereva na abiria kwa kwa sasa shiria inamtaja dereva pekee. Inakadiriwa kuwa asilimia 22 ya vifo vya ajali za barabarani uimwenguni kote vinatokana na pikipiki na bajaji. Imeelezwa kuwa majeraha mabaya yanajumuisha wapanda pikipiki ni yaleyaliyohusisha kichwa na shingo. Matumizi sahihi ya kofia ngumu yanaweza kusaidia kuzuia majeraha haya kwa asilimia 42 na kupunguzwa kwa asilimia 69 ya jeraha la kichwa (Ripoti ya hali halisi ya Shirika la Afya Ulimwenguni ya 2018).
  1. Kwa upande wa matumizi ya mikanda – Mtandao unashawishi uwepo wa vifungu vinavyohitaji abiria wote wa gari kufunga mikanda ya kiti katika gari bila kujali wamekaa kiti cha mbele au nyuma. Takwimu zinaonyesha kuwa kufunga mkanda kunapunguza hatari ya ajali kwa abiria wa kiti cha mbele kwa asilimia 45-50 katika tukio la ajali. Vivyo hivyo, hatari ya majeraha madogo na makubwa hupunguzwa kwa asilimia 25 na 45 kwa abiria wa viti vya nyuma. Kiwango cha kimataifa kinachokubalika kinahitaji matumizi ya mikanda ya kiti kwa viti vya mbele na nyuma. Sheria yetu inahitajikiti cha abiria wa mbele tu kufungaMkanda.
  1. Kwa upande wa kuwakinga watoto - Mtandao unapigania uwepo wa sheria ambayo itaweka matumizi ya lazima ya vifaa vya kukinga watoto (Vizuizi vya watoto). Ushahidi unaonyesha kwamba wakati watoto wameketi katika viti vyao vyenye vizuizi, kulingana na uzito na saizi ya mwili wao, hatari ya majeraha na kifo hupunguzwa kwa karibu asilimia 70. Viwango vya kimataifa vinahitaji kuwa watoto wa umri wa miaka chini ya 7 wanapaswa kutumia vizuiziili kuzuia majeraha na vifo ikiwa ajali itatokea. Hakuna toleo juu ya vizuizi vya watoto katika Sheria ya Usalama Barabarani sura ya 168.

Kwa mara nyingine ninawashukuru na kuwapongeza wote ambao wamefanikisha tukio hili. Ni matumaini yangu kuwa maazimio yote tutakayoafikiana hapa katika kongamano hili, yatafanyiwa kazi na kuja na njia ambazo ni bora na sahihi zaidi katika kupunguza ajali za barabarani .
