Wakati huu ambapo dunia nzima inapambana na ugonjwa wa Covid -19 unaosababishwa na virusi vya Corona, Chama cha Wanahabari Wanawake Tanzania (TAMWA) kinawakumbusha wanahabari na wamiliki wa vyombo vya habari kufuata miongozo ya kutekeleza majukumu yao kwa kujilinda na maambukizi ya ugonjwa huu, na kutumia zaidi teknolojia ya mawasiliano.  Ugonjwa wa Covid-19 unaweza kumuathiri mtu yeyote, hivyo wanahabari, wamiliki wa vyombo vya habari na wadau wote wa habari wanapaswa kukubaliana na mabadiliko ya kiutendaji kazi yatakayowaepusha dhidi ya maambukizi ya ugonjwa huu. TAMWA inawashauri wanahabari na wamiliki wa vyombo vya habari kujikita katika kutumia maendeleo ya teknolojia ya mawasiliano kupata habari badala ya kwenda katika mikusanyiko isiyo ya lazima kwani taarifa zinaweza kutumwa kimtandao au mahojiano kwa njia ya simu. “Bila shaka hofu ya ugonjwa wa Covid 19 itabadili mfumo wa utendaji kazi wa tasnia ya habari kama taasisi inayohudumia jamii na kuanza kujiona kuwa na wao pia ni sehemu ya jamii,” TAMWA tunathamini usalama wa wanahabari kwa kuwa sisi ni sehemu na mdau wa vyombo vya habari ambavyo vimekuwa chanzo cha ufikishaji wa taarifa za kutetea haki za wanawake na watoto zenye lengo la kuwa na Tanzania inayoheshimu misingi ya usawa wa jinsia.  Wanahabari wanaoripoti kuhusu COVID-19 na wanahabari wengine, wanashauriwa kufanya maandalizi kabla ya kwenda katika mikutano, kwa kufuata mbinu za kujikinga na maambukizi.

Wakati dunia nzima ikigubikwa na mshtuko kutokana na mlipuko wa ugonjwa wa Covid-19 unaosababishwa na virusi vya Corona, Chama cha Wanahabari Wanawake Tanzania (TAMWA) kinapenda kuihadharisha jamii juu ya ongezeko la ukatili wa wanawake na watoto unaoweza kukithiri wakati wa janga la ugonjwa huu.

“Watoto wapo nyumbani wakati huu ambapo serikali imezifunga shule, lakini iwapo wazazi na walezi hawatakuwa makini basi huenda wakaathirika na ubakaji na mimba za utotoni katika kipindi hiki ambacho macho na masikio yapo katika kudhibiti virusi vya Corona,”

Shirika la Umoja wa Mataifa linalohudumia watoto(UNICEF) linasema, ukatili wa watoto aghalabu hufanyika nyumbani, mtoto akielekea au akitoka shule wakati anapokuwa peke yake bila msaada.

TAMWA inaipongeza serikali kwa kuchukua hatua za haraka za kufunga shule ili kupunguza msongamano unaoweza kusababisha maambukizi, hata hivyo ni muhimu kuihadharisha jamii kuhusu ukatili wa kijinsia na ule wa watoto unaoweza kuongezeka wakati huu.

Endapo wazazi/walezi hawatawasimamia vizuri watoto katika kipindi hiki cha siku 30 zilizotolewa na serikali kupitia Waziri Mkuu, basi tunaweza kutengeneza kizazi kingine kilichoathirika na ukatili wa aina mbalimbali ikiwamo ubakaji, ulawiti na mimba zisizotarajiwa.

Kwa mfano, Ripoti ya UNICEF 2016 inaonyesha kuwa, wakati wa mlipuko wa Ebola Afrika Magharibi 2014 hadi 2016, ulisababisha ongezeko la ajira kwa watoto, ukatili kwa wanawake na watoto na mimba za utotoni. Kwa mfano, mimba za utotoni nchini Sierra Leone ziliongezeka kufikia 14,000 kutoka 7,000.

“Ni muhimu kwa wazazi na walezi kuwalinda watoto na virusi vya Corona lakini wakati huo huo tuangalie madhara wanayoweza kuyapata watoto wa kike na wa kiume wanapokuwa nyumbani au mitaani”

Tunapaswa kujiuliza iwapo watoto wetu wapo salama wawapo nyumbani au mitaani wanapotembea wakati huu wa likizo ndefu. Je, Mafataki hawawanyemelei? Je ndugu na jamaa wanaobaki na watoto hawa wanawalinda au wanawaharibu? Je watoto hawa hawatakuwa katika hatari ya kuozwa mapema?

Si hivyo tu, janga hili la Corona linaathiri zaidi wanawake kwani shule zinapofungwa, mzigo mkubwa wa malezi unawaangukia kinamama nyumbani ambao ndiyo walezi wakuu wa familia.

Takwimu za Shirika la Umoja wa Mataifa la Idadi ya Watu (UNFPA) zinaonyesha kuwa, dunia nzima, asilimia 70 ya watoa huduma za jamii na za afya ni wanawake. Majukumu haya huwaweka mstari wa mbele katika utoaji wa huduma, Je katika janga hili la Covid-19, wanawake wanalindwa ipasavyo wasidhurike?

TAMWA inaiomba serikali, wadau na watunga sera kwanza, kutosahau hatari nyingine zinazoweza kuwapata wanawake na watoto katika kipindi cha janga la Covid-19.

Pili, wadau wa afya, elimu na watoto kutoa mafunzo kuhusu namna ya kujilinda na ya kuripoti kuhusu ukatili kwa watoto wakati huu wa mlipuko.

Tatu, kuongeza upatikanaji wa taarifa na misaada mingine kwa watoto.

Nne, kubuni mfumo wa kuwapa watoto elimu wawapo nyumbani.

Tano, wahudumu wa afya wanawake wawekewe mazingira salama ya kutoa huduma ili wasiathirike.

Sita, wazazi na walezi kuimarisha ulinzi na kuzuia matembezi yasiyo ya lazima kwa watoto.

Tanzania Media Women’s Association, (TAMWA) calls for applications from committed personnel preferably a woman.

ORGANIZATION DESCRIPTION

The Tanzania Media Women’s Association (TAMWA) is a non-profit sharing, non-governmental and non-partisan organization registered under the Societies Ordinance on 17th of November, 1987 with registration number SO 6763. The Association in 2004 complied with the new NGO law of 2002. TAMWA has two offices in Dar -es- Salaam and Zanzibar. The office in Dar -es-Salaam situated at Sinza-Mori, along Shekilango Road, Kijitonyama, Kinondoni District, is Association's property.

The expected outputs of the TAMWA interventions: Reduced Gender based Violence and Violence against Children, reduced school pregnancies, child marriages, FGM, abandonment of women and children, maternal mortality and poverty in women in targeted areas. Enhance public awareness and action against corruption in all its forms and levels. Increase participation of women in decision-making levels. Improve maternal health. Increased awareness on impact of gender based violence and HIV infection among women.

POSITION DESCRIPTION

Working under the supervision of the Senior Program Officer, the Program Officer will primarily be responsible for coordinating and administering.

DUTIES AND RESPONSIBILITIES:

  • Produce Annual Work Plans and Action Plans of TAMWA in collaboration with Strategic Manager and SPOs
  • Writing, compiling and reviewing program reports – seek some support if needed
  • Take a lead in proposal writing in collaboration with Fundraising officer and project officers
  • In close collaboration with Senior Accountant, prepare budgets for various projects to ensure they are in line with advocacy activities under your coordination for smooth implementation and execution of activities
  • Advice Program Officers on project implementation
  • In collaboration with Strategic Manager and SPO, oversee planning processes for strategic directions of TAMWA
  • Coordinate the implementation of gender, capacity building and advocacy projects
  • Organize Annual Planning meeting
  • Supervise the provision of liaison services for problem solving and information sharing with members and stakeholders including Local Government Authorities (LGAs and CSO partners)
  • To maintain strong and productive relationships with partners and stakeholders. Also maintain excellent and healthy donor relations.
  • Perform any other project management duties as directed by the Executive Director

 

KNOWLEDGE, SKILLS, EXPERIENCE AND ABILITIES:

  1. Master degree or equivalent in mass communication, journalism, development studies, public policy and the related.
  2. At least 5 years’ experience in media advocacy, planning, managing and implementing advocacy projects.
  • iii. Strong organizational skills and ability to coordinate various responsibilities and prioritize conflicting demands and deadlines.
  1. The ability to complete tasks with limited supervision
  2. Good writing, analytical, research and problem solving skills.
  3. Experience in grant proposal writing/fundraising.
  • vii. Excellent reporting and document handling skills
  1. The ability to remain highly organized while handling multiple tasks under tight deadlines
  1. Must be computer literate in Microsoft Word, Excel and PowerPoint.
  2. Excellent communication skills in order to be able to work with TAMWA partner/stakeholder staff to identify and resolve issues
  1. The ability to work effectively as part of a small team.

Project: Women In News Room

Terms Of Reference For Database Information System Consultant

1.      Background

Tanzania Media Women Association TAMWA has received funds from VIKES to build the professional capacity of both men and women. Specific focus is on building the women’s self-confidence and networks that will give them a concrete advantage in moving forward in their careers and taking active agency in the newsroom.

The main beneficiaries of this project is to support women journalists both men and women.

Under VIKES Project, TAMWA is entitled to create a database for women journalists to know their entitlement and the media houses they are working. 

2        Objective

TAMWA will develop a database specific for women journalists to monitor and assess their achievement. The database intends to generate reports that will be provided to stakeholders whom aimed at to develop skills and capacity build for women journalists. The component will be a digital and online based, simple and can be accessed by users.

The services of a qualified information technology company is required to provide Women Web Application Portal (WWAP), maintenance and upgrade, development of new software and date bases, data entry services, report generation, and advise the TAMWA in acquiring and installing new hardware and software.

3        Tasks

The consultant is required to review and design the layout of application, develop web portal, provide data entry services, orient the TAMWA staff and establish a mechanism of generating reports and also link the services to TAMWA website. The consultant will install the application and ensure its security and functionality. The Consultant will train TAMWA staff in using the application. Training will be conducted at TAMWA conference and consultant will be responsible for preparing training materials and conducting the training.

Develop Web Portal

The consultant will assess the requirements and develop the databases that meet TAMWA and VIKES requirements for building the women’s self-confidence and networks that will give them a concrete advantage in moving forward in their careers and taking active agency in the newsroom. Project coordinator will work closely with consultant.

Provide the data entry services

The consultant will be responsible of selecting and training the staff responsible for data entry and reports generation. These include,

  1. Data input recording Particulars of journalist data,
  2. Verification of Data
  3. Generate reports according to the requirements described in Project Implementation Plans (PIP)

Provide maintenance services

The consultant will maintain the portal and upgrade as necessary, including providing troubleshooting services. This will include modifying the existing PV and TI components management systems and their reporting modules. This service will be required on an ongoing basis and immediately when flaws are detected.

The consultant will develop a reliable information security systems including secure procedures for data entry, data storage and backup, and establishing data entry/change audit trails.

4.      Qualifications

The consultant will be an Information Technology firm or individual experienced in developing web database portal and relational databases. Expertise in PC-based computer hardware and networking is essential. Fluency in English required as all reports need to be issued in languages.

5.      Deliverables

In addition to software development/maintenance and training services, data entry and report generation noted above, the consultant is expected to issue reports. Contract period is six months

6.      Proposal Requirements

The bidder should provide the following information:

  • Brief outline of the Approach to providing the services noted above indicating major factors/issues to be considered and how they will be addressed.
  • CVs of key staff.
  • Profoma invoices.
  • Able to provide an EFD receipt for each payment done.
